The pumps are not aligned with the car. Use a train stop to align your cars to the pumps. Unrelated to your question, but I notice you put some pipe between the pump and the storage tanks.

This isn't as efficient as 3 pumps per wagon, but to do 3 you usually have to have a pump connected directly to a pipe.
