Switched 1080p for a second 4k and now they both run at 30Hz. If I disconnect one of them the other goes up to 60Hz. I'm using a Radeon RX580 and an Intel i5-4670. Also many 4k TVs have only specific ports that can handle 4k/60 (on mine there's only 1 HDMI 2.0 port that can do 4k/60 in 4:2:0, the rest are limited to 4k/30), check your manual and make sure you are using the correct port.
